Boarding Problem Help ASAP

20130508_133638-1Hi, I live in southern California and have my horse boarded at a stable. The man who runs the place is not feeding my horse enough. I’ve had this problem with him before. He will feed more for awhile then drop back down to a small flake of alfalfa. My horse is 17+ hands and should not be getting a pony size meal.  He is dropping weight and I say he needs more feed but the guy says its from my horse “pacing all the time” which he doesn’t do. I am in the process of finding a place to move him. He is a 14yo QH and UTD on everything so he has no health issues. Is there anything I can do or how would I report him? Have any of  you ever had this problem?
